The number on a can of nicotine pouches is the amount of nicotine in one pouch, measured in milligrams. A 9 mg can holds 20 pouches of 9 mg each — it is not 9 mg for the whole tin.

So a lid with two dark dots and two faded dots is a 15 mg can, even though there are four dots printed on it. A lid with all four dark is 21 mg. If none of the dots are dark, the strength is whatever number is printed on the back of the can — 6 mg or 9 mg.
